ABOUT THE EOD TECHNOLOGY CENTER
The EOD Technology Center (EODTECHCEN) at the Naval Surface Warfare Center Indian Head Division (NSWC IHD) is the driving force behind the technology that empowers our Joint EOD forces. Working as the technology parallel to NAVSCOLEOD, EODTECHCEN ensures our EOD technicians have the cutting-edge tools and knowledge they need to succeed.
What We Do:
EODTECHCEN bridges the gap between scientific innovation and real-world EOD operations. We leverage decades of expertise in science, engineering, and EOD mission operations to:
- Develop & Integrate: Create, test, and integrate new technologies into the EOD toolkit.
- Assess & Refine: Rigorously evaluate the capabilities and limitations of existing and emerging technologies.
- Deliver Critical Information: Provide timely, information, procedures, and technical support to the EOD community.
- Champion the EOD Technician: Act as the central advocate for the needs and requirements of the Joint Service EOD Technician.

- Technical Intelligence: In-depth analysis of U.S. and foreign ordnance, IEDs, and WMDs.
- Exploitation Support: Providing tools and expertise for safe and effective exploitation.
- Modernization & Sustainment: Leading Research, Development, Testing & Evaluation (RDT&E) and ensuring seamless transition of technologies into Program of Record (PoR) systems.
- Comprehensive Testing & Analysis: Conducting rigorous testing – including cyber and vulnerability assessments – to ensure technology meets real-world mission needs.
- Gap Analysis & Future Planning: Identifying capability gaps and developing innovative solutions to address evolving threats.
Our Divisions in Action:
EOD Information Division: The EOD Information and Procedures development division centers itself in the collection, analysis, development and dissemination of information regarding EOD-specific tools, equipment, U.S. and foreign ordnance, IEDs, WMDs, and relevant procedures and countermeasures.
EOD Systems Division: Provides engineering and acquisition support, collaborating with partners to develop and deliver technologies that address critical operational gaps.
Battle Lab Division: Executes technology assessments, integrating user feedback with technical evaluations to inform key decisions about procurement, modernization, and technology upgrades.
EODTECHCEN is dedicated to ensuring the EOD community remains at the forefront of technology and prepared for any challenge. We are a key partner in the EOD Information and Procedures lifecycle, prioritizing the development and dissemination of essential tools and countermeasures.

The U.S. Bomb Technician Association (USBTA) employs emerging technologies to provide cutting-edge training for active bomb technicians. USBTA’s innovative approach allows bomb technicians to test and evaluate these technologies under challenging, realistic conditions. It also allows engineers and manufacturers the ability to observe and ask questions about how USBTA envisions using their products.

The USBTA is deeply committed to community engagement and outreach in Indian Head, MD, and the surrounding Southern Maryland region. Through initiatives such as back-to-school backpack drives, holiday turkey distributions, and support of local events, we work to raise awareness of the bomb technician mission while serving as a trusted and supportive community partner.
Government & Congressional Engagement
Located just 29 miles south of Washington, D.C., the USBTA works closely with local, state, and federal leaders to strengthen awareness of the bomb technician mission. Through sustained collaboration and strong government support, we continue to advance research initiatives, build strategic relationships, and elevate the visibility of our community among key decision-makers.
Training
The USBTA serves a growing membership of more than 6,000 professionals. At our facility, the Maryland Technology Center, we are further advancing hands-on, cutting-edge training. Through innovative programs, strategic partnerships, and technology-driven events, we remain committed to delivering critical, life-saving knowledge locally and across the bomb technician community.
Research & Development
The USBTA collaborates with leading academic institutions, government agencies, and innovative companies, advancing emerging technologies in the EOD field. By leveraging these strong partnerships, we bring new solutions to Indian Head for testing and training, providing our members with early exposure to cutting-edge advancements that enhance mission readiness and operational effectiveness.
ABOUT THE OFFICE FOR BOMBING PREVENTION
CISA OBP helps the private sector stay ahead of these emerging threats and evolving security challenges in a myriad of ways. Resources such as the Bomb Threat Guide assist decision makers in responding to bomb threats in an orderly and controlled manner by outlining how to develop a Bomb Threat Management (BTM) plan, train personnel, conduct threat assessments and execute planned actions. Training and awareness products aid stakeholders in effectively addressing bombing incidents and threats. More than 5,000 facility managers, security professionals and law enforcement officers participated in 72 bomb threat-related training courses last year alone.
CISA OBP also provides sector-specific resources, such as the Bomb-Making Materials Awareness Program in the retail sector. Through this program last year, the team conducted more than 5,000 engagements with point-of-sale businesses nationwide that sell precursor chemicals that could be used to make bombs.
CISA OBP continues to build collaborative engagements with partners like the National Football League (NFL), where the Office recommended enhanced protective measures and facilitated threat training for security personnel supporting the 2023 NFL Draft and other widely attended events. Similar support was replicated for Super Bowl LVIII where CISA OBP administered Explosive Blast Modeling assessments and training with an onsite subject matter expert for the day of the event to assist with risks in real time.
